昌鴻颱風來襲，馬英九總統10上午視察中央災害應變中心，聽取中央氣象局、內政部、國防部等報告，並與基、宜、桃及雙北首長連線，確認各地防災整備情形。馬英九表示，儘管目前風雨不大，但預估中部以北可能有超大豪雨，地方政府應做好預防性撤離的準備。

馬英九將於11日出訪友邦，中颱昌鴻卻在出訪前一天襲台。馬英九10日一早便前往中央災害應變中心，了解各單位及受影響縣市的防災措施。

馬英九在聽取報告後表示，昌鴻颱風的雨量集中在桃竹苗，目前雖然沒有災情，但預估中午過後到隔天凌晨將會帶來很大雨量，希望各縣市政府在時間還夠時先做好預防性撤離。

針對北北基桃宣佈10日停止上班上課，電影院等娛樂場所出現人潮，馬英九對此特別提醒，意外往往是民眾外出時未注意安全，平常出門可能沒感覺，但是現在有風有雨，發生災害的情況會增加，「希望不是一定必要，不要出門」。

馬英九說，近年來各單位防颱經驗豐富，尤其是國軍的超前部屬和預置兵力，都達到很好效果；但從過去經驗顯示，颱風期間民眾發生意外，都是因為外出時沒有注意到安全，呼籲民眾外出時應注意安全。
